NAGAAD Network officially launched the “Dooro Xildhibaanad” (Vote for a Female MP) campaign, a bold national effort aimed at increasing women’s political participation ahead of Somaliland’s 2026 elections. Held at Ambassador Hotel Hargeisa, the launch event brought together key stakeholders—including government officials, political party leaders, civil society, UN agencies, and female candidates—to push for the adoption of quota for women in parliament and local councils. “We are here to support women candidates and demand the quota system be enacted,” said Nafisa Yusuf, Executive Director of NAGAAD.
The campaign aims to:
Advocate for legal reforms to secure a quota
Mobilize public and political support for female candidates
Build capacity and visibility of women leaders
Notable speakers like Dr. Edna Adan, Minister Milgo Elmi, and former candidate Saado Jama emphasized the urgent need for legal frameworks to back women’s inclusion. Political party leaders, including Kulmiye Chair Mohamed Kahin, also expressed commitment to endorsing the quota proposal. “This is a national issue. All parties are ready to sign,” Kahin said.
Civil society and international partners pledged continued support for civic education, mentorship, and advocacy. “We cannot build a nation by excluding half its population,” echoed participants, reinforcing the campaign’s message.

Parties: Provide nominations and media access for women.
Communities: Support and vote for women leaders.
INGOs: Continue building capacity and monitoring compliance.
